In previous blog posts, we have described the challenges facing the Veterans Health Administration (VHA) and proposed the expansion of the Veteran’s Choice Program to become the Veterans Health Advantage Program (VHAP). In this post, we briefly review recent legislative attempts to change the delivery of veterans’ care. We also explore lessons from Medicare Advantage (MA)—a popular, well-administered set of private-sector options within the larger Medicare program. Lastly, we explore programmatic parallels in structuring and operationalizing the VHAP to holistically address veterans’ care along multiple dimensions—choice, access, coordination, accountability, satisfaction, and quality.
